New tournament - Approvement and publishing

Principle of approving and publishing a tournament.

Anyone logged in can create a tournament. But only persons with a history to the tournament owner (often a club) can approve a tournament.

• If you create the tournament, and has valid rights for the organizing club, you can approve the tournament yourself.
• Otherwise, you have to contact someone who has valid credentials. The system will give you possible email addresses. At the end, a valid person then have to approve.
• Once a tournament is approved, it can be published. This means that teams can sign up as soon as the date set for "Registration opens" has passed.
• If there is a critical field that is missing data, you will be informed of this. Tournament cannot be published with critical errors.
